SPECIFICATION FOR UNIT CONTROL PANEL / SYSTEMS (UCP)

1. General Requirement

1、一般要求

Where defined in Control Schematic and I&C philosophy /design basis, packaged unit control shall be incorporated in a PLC based unit control panel (UCP). Otherwise, packaged equipment’s control shall be configured on BPCS and safety shall be implemented in ESD system.

This section defines the basic outlines/specification for the Unit Control Panel. Supplier shall use this section as a reference and shall remain responsible for furnishing a comprehensive and functional system including all hardware / software components necessary to achieve the same, whether or not such requirements are explicitly mentioned in this document.

Control System as described in this Specification shall be provided by the Supplier for package skid. The UCP shall be mounted on packaged skid The system shall be a PLC based process control (Allen Bradley’s Control Logix) that includes a comprehensive set of proven algorithms and functional module auxiliaries to provide full control and monitoring and safety capabilities.

The PLC based control system shall have the capabilities for entire control & monitoring and safety needs of Packaged Unit. This include but not limited to monitoring of all field transmitters, operation/control of pumps, Motor's, control valves and related PID with feedback control, various Interlocks/Permissive that have to be implemented.

The PLC control system shall have the capability to monitor, control, display, alarm and record all assigned plant inputs and outputs. The PLC system shall also be configured to handle all shutdown requirements of skid package by interfacing with the BPCS and ESD system.

The Supplier shall provide complete assembled system / marshalling cabinets, loaded with all necessary software (installed and configured) including all programming and calibration, as required.

For smaller packages, especially where field mounted local UCP is required, separate marshalling cabinet may not be required. In such cases, Package Supplier may provide marshalling terminals/relays within the system cabinet.

All instruments on the packaged equipment shall be wired up/connected to the UCP including packaged associated F&G detectors, shutdown valves and blowdown valves. UCP shall be interfaced with the main BPCS through serial communication protocol in combination with FO cable link where distance limitation does not allow for serial communication. BPCSHMI (by others) shall be used to display graphical screens / MIMIC of complete process within the package. In addition, a local HMI (Allen Bradley's Panel View),mounted on UCP's front, shall be provided in conjunction with required push buttons, lamps and selector switches.

The UCP shall have the capability to transfer data for every IO to the BPCS to achieve the desired interface.

Although the UCP will remain responsible for complete control of the packaged process, supervisory controls may be afforded to BPCS, which may be exercised by the BPCS operator through its HMI. Supplier on final P&ID shall show any such requirements. Conversely, if such is a Contractor requirement, it will be shown on package specifications or reference P&IDs included in the Requisition Package.

Where explicitly specified in main package specification/scope of work, UCP shall include a panel mounted local HMI / VDU (in addition to BPCS HMI) showing process MIMIC, IO status, diagnostics and alarms.

It shall be noted that PC-based engineering and operator workstations / consoles for Unit Controls are generally not required, unless stated otherwise in Package specifications/scope of work document. Such cases may arise, due to a large-scale package that may not be handled suitably on a door mounted HMI and annunciation panel. UCP shall also be responsible to achieve partial or complete shutdown (depending on ESD level) within Supplier's supplied package. The unit shutdown logic shall be designed, programmed and implemented within the UCP as elaborated in section 4.1.3 of this document.

All signals related to USD/ESD communication between UCP and main ESD shall be hard-wired.

To achieve automatic motor on-off, UCP shall provide digital output up to designated interposing relays/terminals of marshalling panel, where the motor control cable will be terminated according to motor control schematic.

However, the motor control schematic shall be furnished by this Supplier.

Similarly, UCP panel shall also house designated marshalling terminals / IOs to receive motor status signals (on-off-trip) from MCC.

All interposing relays for the above mentioned bi-directional hard-wired links shall be provided within the UCP marshalling cabinet.

The supplier shall ensure the enclosure of UCP shall comply temperature requirement (122T). The ControlLogix, controller, module, HMI and all component shall comply.

No component shall be installed on sidewall of UCP. All components should be on front side.

2. Technical Requirements

The system shall generally comprise of standalone cabinets including:

a) PLC Controller

The System shall employ redundancy for all critical system modules including:

a) Redundant communication buses between controller and I/O modules.

b) Dual redundant power supplies, operating on load sharing basis.

Supplier shall supply all interconnecting cables, with plug-in connections at each end, required between the Control system equipment and auxiliary equipment including input/output Marshalling Cabinets.

All Supplier supplied equipment shall have EMI/RFI suppression and shall comply with industry regulation on RFI suppression.

Supplier shall supply all special tools, any hardware or software and test equipment required for installation and startup.

The system shall be prewired and ready for field termination. The system shall be supplied for the following requirements as a minimum.

3. System Hardware Requirements

The system shall be designed in a modular scheme. Supplier shall ensure that it shall be possible to isolate and remove any faulty or malfunctioning module without interrupting proper function of the control system.

The system shall be based on PLC controllers and certified for IEC 61131 (all parts). The system shall employ redundant data bus for communication between controllers and I/O modules.

Replacement and installation of controller shall be possible without shutting down of the control system.

The controllers shall be selected such that processor loading does not exceed 60% when all control / monitoring loops and external interfaces are active.

The controllers and I/O modules shall have LED indications for running, fault, etc for ease of maintenance.

All modules shall have plastic non-static casing for mechanical protection during storage, installation or removal.

All controller modules shall have their own independent power supply, battery-backed RAM and watchdog timer for maximum system availability.

Analog module cards shall not have more than eight channels per module. Digital module cards shall not have more than sixteen channels per module.

The analog I/O modules shall be selected for 24V DC 4-20mA signal loop powered instruments.

The digital modules shall be selected for 24V DC input / output dry contacts. However, isolation relays shall be provided between digital I/O modules and end devices.

I/O modules quantity shall have 15% additional spare capacity after complete utilization for future expansion.

Redundant communication equipment shall be provided for interfacing between controller, engineering / operator workstation and existing control system. The system shall be capable of using open industry communication protocols (MODBUS, ProfiBus, TCP/IP etc).

应提供冗余通信设备,用于控制器、工程/操作员工作站和现有控制系统之间的接口连接。系统应能够使用开放工业通信协议(MODBUS,ProfiBus,TCP / IP等)。

There shall be at least two Fiber optic ports (TCP/IP protocol) available for Purchaser use. These ports do not include ports used by package Supplier for his use.

4. System Software Requirements

Suppler shall provide software for complete monitoring and control of the package equipment.

供应商应提供软件,用于包装设备的完全监控和控制。

The monitoring software shall utilize different levels of access for process operators / supervisor, and configuration engineers. These levels of access shall be password protected.

监控软件应为过程操作员/监督员和配置工程师使用不同级别的访问。这些访问级别应受密码保护。

Operator access shall be for plant operator. This level of access shall allow the user to view the process parameters and instrument face plates. User shall also be allowed to modify process set points and control loop gains.

Engineering mode shall allow the user to configure new loops or modify existing control strategies in the configuration software. Modification of control strategies and parameters shall be available online.

The controller programming language shall utilize functional block diagrams as minimum. All programming languages shall be certified for IEC 61131-3.

The software shall have complete diagnostic capabilities of the control system. It shall be possible to view the status of all installed hardware and I/O channels on main BPCS HMI (to which this UCP shall be interface), and isolate them if necessary from the engineering workstation of BPCS. CPU loading shall also be viewable on the engineering workstation of BPCS.

The software shall have auto-tuning feature for adjustment of control loops.

It shall be possible to change any loop from auto control to manual control (through BPCS HMI). Manual control feature shall allow the BPCS operator to force an output to the final control element.

Supplier shall provide all required software with lifetime licenses in favor or the Contractor. Supplier shall keep soft copies of all project documentation (start-up manuals, termination drawings, loop drawings, technical manuals etc) on a separate drive on the engineering and operator workstation for easy access.

5. Power Requirements

Supplier shall provide dual redundant power supplies working on load sharing basis. The power supplies shall be provided with reverse protection diodes for isolation of failed power supply.

The power supplies should be selected such that one power supply can cater for the power requirement of the complete system and field instrumentation. Each power supply shall be sized to 30% above the maximum power requirement of control system and field instrumentation.

应选择电源,使一个电源可满足整个系统和现场仪表的电源要求。每个电源的尺寸应大于控制系统和现场仪表的最大功率要求的30%。

Purchaser will provide 120VAC, 60Hz power inputs from plant UPS. Supplier is responsible for conversion from 120VAC to the required voltage levels.

Power supply running and fault indications shall be interfaced with the PLC controller for viewing on HMI.

Power wiring shall be such that it shall be possible to isolate any independent module for troubleshooting and diagnostic.

6. Cabinet Requirements

Supplier shall provide cabinets for system components and marshalling / termination equipment. The cabinet shall be of Rittal make. For indoor mounting, the cabinet shall be rated for IP42 as a minimum. For outdoor mounting, panel shall be IP65 and suitable for applicable hazardous area classification. The IP rating shall be applicable after installation of panel mounted switches, ventilation fans and filters, or any other equipment which is required to be installed on cabinet front, side or back panels.

Cabinet doors shall be latched type with tamperproof lock.

Cabinet tag shall be clearly stamped on traffolyte plate and fixed on panel front.

All switches for manual process over-ride shall be fitted to panel front door. Override switches shall be key-operated type.

System modules, surge protector and terminal shall be installed on DIN rails inside the panel, installed on side plate are not permitted. Adequate space shall be available inside the cabinet for easy maintenance.

System modules shall be installed in groups for clear identification. All equipment shall be clearly tagged.

All terminal rows shall be clearly tagged and labeled. Terminal rows and wire ducting shall be segregated for analog signals, digital signals, and power cables.

Ensure there space between terminal block and cable duct must have space for control cable tag (such as TT-110101A), space of handling wires.

Terminals used in the marshalling cabinet shall be Weidmuller or equivalent suitable for up to 2.5sqmm cable. All analog terminals shall be knife-out type, whereas digital signal and power terminals shall be fused with appropriately rated fuse.

Internal wiring shall be color coded for signal identification. Each termination shall have ferrule or sleeve marked with the relevant tag. All wire tags, terminal numbers and module tags shall match the loop wiring drawings submitted by Supplier.

Spare I/O cards shall also be pre-wired up to the marshalling terminal strips and clearly marked on the loop drawings.

Wire ducting shall have 40% spare capacity for ease of maintenance and future use. Separate earth copper bars shall be provided on the cabinet bottom for signal ground and cabinet body earth.

Metal pocket shall be available inside the cabinet door for A3 sized documents.

7. Panel Mounted HMI

HMI display (Allen Bradley’s PanelView) shall be colored screen and touch type having communication ports for Ethernet and modbus, USB ports, etc. The PC shall be pre¬loaded with all requisite licensed HMI and application software.

HMI显示(Allen Bradley的面板视图)应为彩色屏幕和触摸式类型,具有用于以太网和modbus、USB端口等的通信端口。PC应预先加载所有必需的授权HMI和应用软件。

The PC/HMI shall also have the provision to optionally connect external Keyboard and mouse.

A window shield should be covered to avoid sunlight impact.

This UCP mounted HMI shall generally be able to display complete process MIMIC including but not limited to:

Display of all transmitter indications.

All Process and safety alarms.

Valve Status.

Motor Status, including duty / standby status.

Any active system over-rides.

It should also be possible from this HMI to re-configure (as a minimum):

8. Annunciator System

When an annunciator is provided on UCP or Local Panel, the following shall apply:

1) Alarm annunciator sequence shall be designed in accordance with ANSI/ISA 18.1 M, (alarm only lock-in facilities), and F, (first failure or first-up alarm groups). For alarm acknowledge, first-up reset and lamp-test shall be hardwired via potential free contact inputs from the local control panels.

2) Pushbuttons for "Acknowledge", "First-out Alarm Reset', and "Lamp Test" shall be provided (3) The annunciator system shall provide an output so that a common group alarm or common group trip alarm for indication in the control room.

3) Regular alarms and shutdown alarm on annunciators shall be separated.

4) Each annunciator shall be supplied with a relay to actuate audible device, here specified in the relevant requisition. The audible device shall be a suitable sound level for outdoor use in a refinery, i.e. more than 110 dBA.
